Το θέμα της εργασίας αυτής εντάσσεται στην προβληματική του Νεοτουρκικού κινήματος και τις επιπτώσεις του στις ελληνικές κοινότητες. Το Νεοτουρκικό κίνημα του 1908 και η άνοδος των Νεότουρκων στην εξουσία, όπως αποδείχτηκε, είχαν καθοριστικές αλλά και καταστροφικές επιπτώσεις στο οθωμανικό κράτος και τις χριστιανικές κοινότητες.Η Οθωμανική Αυτοκρατορία ήταν ένα πολυεθνικό μόρφωμα με μεικτό πληθυσμό, που είχε γλωσσικές και θρησκευτικές διαφορές. Ο Οθωμανισμός ήταν η ιδεολογία που συνείχε το μεταρρυθμιστικό κίνημα Τανζιμάτ, ως προσπάθεια συμφιλίωσης των επιμέρους λαών της αυτοκρατορίας με διαφορετικά συμφέροντα, στο πλαίσιο ενός κοινοβουλευτικού συστήματος. Με τις μεταρρυθμίσεις του 1839 και αργότερα του 1856 όλοι οι πολίτες της αυτοκρατορίας, ανεξαρτήτως θρησκείας και έθνους, θα γίνονταν νομικά ισότιμοι πολίτες του ενός και μοναδικού κράτους. Ειδικά με τις εξαγγελίες των μεταρρυθμίσεων του 1856 προσπάθησαν να αναδιοργανώσουν τις θρησκευτικές κοινότητες-μιλλέτ που αποτελούσαν την παραδοσιακή οθωμανική κοινωνία. Ο εκσυγχρονισμός των κοινοτήτων είχε ως συνέπεια τον περιορισμό των αρμοδιοτήτων του κλήρου.Οι Νεότουρκοι μετά το κίνημά του 1908 προσπάθησαν να αντικαταστήσουν τις παλαιές κοινότητες, που είχαν ως βάση τη θρησκεία (millet) από ένα κοσμικό και με δημοκρατικές διαδικασίες εδαφικά νομιμοποιημένο κράτος. Οι πρώτοι νόμοι που ψήφισαν οι Νεότουρκοι καθώς και τα πρώτα μέτρα που πήραν, όπως το σύνταγμα, οδηγούσαν προς την απόφαση της ομοιογενοποίησης του χώρου, ενώ οι ίδιοι με συνεχείς δηλώσεις τους καταφέρονταν κατά των προνομίων των εθνοτήτων και προσπαθούσαν να προβάλουν την ιδέα ενός νέου τουρκικού έθνους. Ειδικά η απώλεια των βαλκανικών εδαφών οδήγησε σε πολιτική και ιδεολογική ριζοσπαστικοποίηση της ¨¨οθωμανικής ¨¨ εξουσίας. Η πολιτική που πρέσβευαν, από το 1913 και μετά, προσδιοριζόταν ιδεολογικά από το τρίπτυχο ¨¨Εκδυτικισμός, Ισλαμισμός, Τουρκισμός¨¨ και η στρατηγική τους ήταν η «σωτηρία του έθνους». Η Οθωμανική Αυτοκρατορία συμμετείχε στον Α Παγκόσμιο Πόλεμο στο πλευρό των Γερμανών και εφάρμοσε το ¨¨Νέο Εθνικό Πρόγραμμα. Μετά τη λήξη του Πολέμου οι Οθωμανοί συνθηκολόγησαν και υπέγραψαν ανακωχή στο Μούδρο το 1918 με τις Ευρωπαϊκές Δυνάμεις. Αμέσως συγκροτήθηκαν οι Εθνικιστικές Δυνάμεις υπό την ηγεσία του Κεμάλ. Το 1922 υπέγραψαν την ανακωχή των Μουδανιών μετά τη θετική έκβαση του απελευθερωτικού αγώνα. Λίγο αργότερα συμφωνήθηκε να ξεκινήσουν στη Λωζάννη οι εργασίες για την τελική συνθήκη ειρήνης μεταξύ των συμβαλλομένων κρατών. Στις 25 Αυγούστου του 1923 με την επικύρωση της Συνθήκης άνοιξε ο δρόμος της επίσημης εξόδου των Ελλήνων από την Μικρά Ασία. Οι Έλληνες της Κωνσταντινούπολης δεν εξαναγκάστηκαν να εγκαταλείψουν τις εστίες τους. Το ζήτημα του Πατριαρχείου , διευθετήθηκε και ο σημαντικότερος θεσμός των απανταχού Ορθοδόξων παρέμεινε στη θέση, χάνοντας βέβαια όλα τα πολιτικά του προνόμια. Περιορίστηκε πλέον στον πνευματικό του ρόλο. Εν κατακλείδι, η έξοδος των Ελλήνων από τη Μικρά Ασία ήταν ένα πλήγμα για τον ελληνισμό, ίσως βαρύτερο από αυτό της άλωσης, επειδή τότε, διακόπηκε η πολιτική κυριαρχία των Ελλήνων στην περιοχή και πέρασε στους Οθωμανούς, ενώ τώρα εξαφανιζόταν η από αιώνων φυσική τους παρουσία.
The theme of this study is part of the discussion on the movement of the Young Turks and its effect on the Greek communities. This movement of 1908 and the rise of the Young Turks to power proved to have both decisive and destructive consequences on the Ottoman Empire and the Greek communities.Originally, the Ottoman Empire has been a multinational structure with mixed population, full of linguistic and religious differences. Ottomanism was an ideology confining the reform movement of Tanzimat, as an effort for the reconciliation between the different people of the empire with different interests within the frame of a parliamentary system. All citizens of the empire, regardless religion and nation, should become equal citizens of one and only State. Reforms in the Ottoman Empire during the 19th century began in 1839 with the proclamation of the Emperor’s edict “Gülhane Hatt-ı Şerif”, follow by the proclamation of the reform edict “Hattı-ı Hümayun” in 1856, which was an effort to expand these reforms.The effort for the modernization of the State was expanded through reforms in all aspects of the social life of the Empire. Rules of equality, equality of law and political equality for all Ottoman citizens, regardless religion or nationality were established. The purpose of the reforms, announced in 1856, was the reorganization of religious communities (millet), representing the traditional Ottoman community. Communities’ reorganization resulted in limitations in the competence of clergy. The Young Turks’ movement of 1908 tried to support this practice which should result in the replacement of the old communities, base on religion (millet) by a secular state, territorially legitimate through democratic procedures. The Young Turks’ movement was a militaristic movement, performed by lesser officers and emerged in the most troubled region, Macedonia. The period of the Young Turks’ governance is divided in two stages: the first refers to 1908-1913 period, which is considered the liberal stage of the Young Turks’ policy, while the second refers to 1913-1918 period, which is considered the radical stage of the Young Turks’ policy.The first laws passed by the Young Turks and the first measures they took, such as the Constitution, led to the decision for homogenizing the space, while the Young Turks through consecutive statements have been inveighing against the benefits of ethnic groups and have been trying to promote the concept of a new Turkish nation. After their prevalence in 1909, they followed a more aggressive policy against the Christian population and specifically, against the Greeks, damaging their financial power through trade embargo.In 1911, due to the consequences of the war between Italy and Ottoman Empıre, the decline in the people’s approval of their policy and the recovery of political opposition, there has been a temporary reprieve in their governance. The loss of Balkan territories was a landmark in the history of the Empire and led to political and ideological radicalization of the “Ottoman” power. On January 23 1913, the Young Turks, on the pretext of the defeat in the Balkan Wars, carried out the Bâb-ı Âli coup and imposed Committee of Union and Progress (the party of the Young Turks) as the only authority with political powers. Their policy, from 1913 on, has been characterized by the ideological triangle “Westernization-Islamism-Turkism” and their strategy was “rescuing the state”. The opportunity for implementing the “New National Program” was found in the painful consequences of the Balkan Wars, the outbreak of World War One and abandoning the “Capitulations” system. The Ottoman Empire took part in World War One on the side of Germany. At the end of the war, Empire was on the side of the defeated. The Armistice of Mudros, signed on October 29/31, 1918 was actually unconditional surrender of the Ottomans. Right after, Nationalist Forces were formed under Mustafa Kemal to prevent developments, negative for the Empire, after the intervention of the West and its disintegration.Following the successful outcome of the fight for freedom and the Armistice of Mudanya, the parties agreed for the proceedings of the Treaty of Lausanne to begin (November 07/22, 1922). Finally, the Treaty was ratified by a Decree-Law, published on August 25, 1923 leading to the beginning of the Exodus of the Greeks from the Orient. The Greeks of Constantinople were not forced to leave their homes. Finally, the Exodus of the Greeks from the Asia Minor was a disaster for the Greek nation, maybe even bigger than the Fall of Constantinople, because the political supremacy of the Greeks was interrupted and passed to the Turks, while their natural presence for centuries was disappearing. The major part of Greek properties became possession of members of the nationalistic movement, strengthening the newly formed Young Turkish bourgeoisie. The issue of the Patriarchate was settled with successful handling by Lord Curzon. In this way, the most important institution of Orthodox Christians worldwide has remained at place and, after losing all its political privileges, now is limited to its spiritual role.
