The Integrated Pollution Prevention and Control of Pollution from industrial activities in Greece with the implementation of the Best Available Techniques, which is the title of this doctoral research, demonstrates effectively the motivation for the successful accomplishment of this PhD study .This doctoral research has dealt with the investigation of the impacts of the European Directive 96/61/EC for the Integrated Pollution Prevention and Control-IPPC), as it was modified by the Directive 2008/1/EC, and subsequently incorporated into the latest Directive 2010/75/EU concerning Industrial Emissions Directive- IED, in the Greek administrative system and industrial activities as well as with its contribution to the improvement of environmental protection, without posing barriers to the economic development by combining the technically and economically feasible.In the first level the licensing of highly polluting activities is examined through the Integrated Approach in the framework of the Prevention and Control of Pollution, through their respective European Directives IPPC and IED, and their integration into national law of Greece, the application of Best Available Techniques, Reference Document of Best Available Techniques. Additionally, is reflected the process of determining the Best Available Techniques (BAT) to the European Office of Seville for the Integrated Prevention and Control of Pollution and examined further the environmental permitting system in Greece for the IPPC activities in association with the development of entrepreneurship. However, adaption procedures of the licensing system and implementation procedures by the Greek administration are examined. The emphasis is given on the changes of the competent bodies’ responsibilities and on the role of businesses.In the second level the implementation of the integrated approach to environmental impact in relation to claims is evaluated, first, of Decision 2000/479/EC on the implementation of the European Register of Pollutants (European Pollutant Emission Register - EPER), secondly, the International Protocol Registers emissions and Transfer of Pollutants (PRTR Protocol - Pollutant Releases and Transfer Register, PRTR), which is implemented in the European Union through the European Regulation 166/2006/EC (e-PRTR). Additionally there is an investigation of existing environmental permitting systems of IPPC activities in member states of the European Union (United Kingdom, Cyprus and Italy).In the third level BAT implementation and effectiveness in major industries in the country with a significant improvement of their environmental performance is considered.Finally, the impact of entrepreneurship environmental permitting of industrial activities in the integrated approach is assessed and made concrete proposals to improve the licensing system for the foreseeable future.
Η Ολοκληρωμένη Πρόληψη και ο Έλεγχος της Ρύπανσης από βιομηχανικές δραστηριότητες στην Ελλάδα με την εφαρμογή Βέλτιστων Διαθέσιμων Τεχνικών, που αποτελεί τον τίτλο της διδακτορικής έρευνας, καταδεικνύει και το κίνητρο για την εκπόνησή της. Η παρούσα διδακτορική διατριβή ασχολήθηκε με τη διερεύνηση των επιπτώσεων της ευρωπαϊκής οδηγίας 96/61/ΕΚ για την Ολοκληρωμένη Πρόληψη και τον Έλεγχο της Ρύπανσης / Integrated Pollution Prevention and Control-IPPC), όπως τροποποιήθηκε με την οδηγία 2008/1/ΕΚ, και ακολούθως ενσωματώθηκε στην νεότερη οδηγία 2010/75/ΕΕ περί Βιομηχανικών Εκπομπών / Industrial Emissions Directive- IED, στο ελληνικό διοικητικό σύστημα και στις βιομηχανικές δραστηριότητες καθώς και με τη συμβολή της στη βελτίωση της προστασίας του περιβάλλοντος, δίχως να τίθενται φραγμοί στην οικονομική ανάπτυξη συνδυάζοντας το τεχνικά και οικονομικά εφικτό.Σε πρώτο επίπεδο εξετάζεται η αδειοδότηση δραστηριοτήτων υψηλού δυναμικού ρύπανσης μέσα από την Ολοκληρωμένη Προσέγγιση στο πλαίσιο της Πρόληψης και του Ελέγχου της Ρύπανσης, μέσω των αντίστοιχων Ευρωπαϊκών Οδηγιών IPPC και IED και της ενσωμάτωσής τους στο εθνικό δίκαιο της Ελλάδος, της εφαρμογής των Βέλτιστων Διαθέσιμων Τεχνικών, των Εγγράφων Αναφοράς για τις Βέλτιστες Διαθέσιμες Τεχνικές. Προσθέτως αποτυπώνεται η διαδικασία καθορισμού των Βέλτιστων Διαθέσιμων Τεχνικών (ΒΔΤ) στο Ευρωπαϊκό Γραφείο της Σεβίλλης για την Ολοκληρωμένη Πρόληψη και τον Έλεγχο της Ρύπανσης και επιπλέον εξετάζεται το σύστημα περιβαλλοντικής αδειοδότησης στην Ελλάδα για τις IPPC δραστηριότητες σε συσχέτιση με την ανάπτυξη της επιχειρηματικότητας. Ωστόσο εξετάζονται οι διαδικασίες προσαρμογής του συστήματος αδειοδότησης και οι διαδικασίες υλοποίησής του από την ελληνική διοίκηση. Δίδεται έμφαση στις μεταβολές των αρμοδιοτήτων των αρμόδιων φορέων και στο ρόλο των επιχειρήσεων.Σε δεύτερο επίπεδο αξιολογείται η εφαρμογή της ολοκληρωμένης προσέγγισης των περιβαλλοντικών επιπτώσεων σε συσχέτιση με τις απαιτήσεις, αφενός μεν της Απόφασης 2000/479/ΕΚ περί υιοθέτησης του Ευρωπαϊκού Μητρώου Ρύπων (European Pollutant Emission Register – EPER), αφετέρου δε του Διεθνούς Πρωτοκόλλου για τα Μητρώα Εκπομπών και Μεταφοράς Ρύπων (PRTR Protocol - Pollutant Releases and Transfer Register, PRTR) , το οποίο υλοποιείται στην Ευρωπαϊκή Ένωση μέσω του Κοινοτικού Κανονισμού 166/2006/ΕΕ (e-PRTR). Επιπροσθέτως γίνεται διερεύνηση των ισχυόντων συστημάτων περιβαλλοντικής αδειοδότησης των IPPC δραστηριοτήτων σε Χώρες-Μέλη της Ευρωπαϊκής Ένωσης (Ηνωμένο Βασίλειο, Κύπρο και Ιταλία). Σε τρίτο επίπεδο εξετάζεται η εφαρμογή ΒΔΤ και η αποτελεσματικότητά τους σε μεγάλες βιομηχανίες της χώρας με σημαντική βελτίωση των περιβαλλοντικών επιδόσεών τους.Eπιπροσθέτως, αξιολογείται η επίδραση στην επιχειρηματικότητα της περιβαλλοντικής αδειοδότησης των βιομηχανικών δραστηριοτήτων στο πλαίσιο της Ολοκληρωμένης Προσέγγισης και γίνονται συγκεκριμένες προτάσεις βελτίωσης του αδειοδοτικού συστήματος για το άμεσο μέλλον.
