Πρόκειται για μια σύμβαση η οποία εφαρμόζεται σε πολύ μεγάλη κλίμακα σε όλες τις οικονομικά ανεπτυγμένες χώρες του κόσμου, ενώ εδώ και είκοσι περίπου χρόνια, εφαρμόζεται ευρύτατα και στη χώρα μας.",
