    "description" : "Τα ανθρώπινα δικαιώματα είναι τα δικαιώματα που πρέπει να έχει ο άνθρωπος « όπου γης» με μόνη την ιδιότητα του ανθρώπου, ανεξάρτητα δηλαδή από εθνότητα, φυλή, γλώσσα, θρήσκευμα και οτιδήποτε άλλο μπορεί να τον  χωρίζει  από  τους  άλλους  ανθρώπους.  Θα  δούμε  πως  τέτοια δικαιώματα,  όπως  τα καθορίζει η Οικουμενική Διακήρυξη των δικαιωμάτων του ανθρώπου που έγινε στο Παρίσι το 1948, είναι:  η προστασία της ζωής, της ελευθερίας και της ασφάλειας. Η ισότητα απέναντι στο νόμο, η προστασία της προσωπικότητας του ατόμου, η ελευθερία της εθνικής συνείδησης κ.α. Στο δεύτερο κεφάλαιο θα εστιάσουμε την προσοχή μας στο θέμα της προστασίας των Δικαιωμάτων των Εθνικών Μειονοτήτων, καθήκον που ανέλαβε το 1998 το Συμβούλιο της Ευρώπης με την έναρξη ισχύος μιας Σύμβασης Πλαισίου. Μιας σύμβασης που περιλαμβάνει αρχές όπως η παιδεία, η ισότητα, η γλώσσα, η θρησκεία κ.α., που μολονότι \nείναι διαφορετικές από χώρα σε χώρα και μπορούν να ερμηνευθούν αόριστα, ανάλογα με τα συμφέροντα  κάθε  χώρας,  με  τη  θέσπιση  ενός  μηχανισμού  παρακολούθησης,  μπορεί  να υπερκερασθεί  ο  παραπάνω  κίνδυνος.  Θα  μελετήσουμε  τη  σύνθεση  της  Συμβουλευτικής Επιτροπής που θα παρακολουθεί την εφαρμογή της σύμβασης, τα μέτρα που διατυπώνονται στη σύμβαση,  αλλά και το κατά πόσο η  Συμβουλευτική  Επιτροπή και  η Επιτροπή των Υπουργών, μπορούν να διεκπεραιώσουν καλά τα καθήκοντά τους. Το σίγουρο πάντως είναι ότι,  αν  και  η  σύμβαση  αυτή  έχει  πολλές  αδυναμίες,  θα  δούμε  πως  μπορεί  να  γίνει \nαποτελεσματικό εργαλείο για την προστασία των μειονοτήτων.\nΠροχωρώντας  στο  τρίτο  κεφάλαιο  και  μέσα  από  μια  έκθεση  της  Διεθνούς Ομοσπονδίας  Ελσίνκι  για  τα  ανθρώπινα  δικαιώματα  θα  συνειδητοποιήσουμε  την \nαναγκαιότητα του να βρεθούν λύσεις στα προβλήματα των ανθρωπίνων δικαιωμάτων που συνεχίζουν να υφίστανται, εντοπίζοντάς τα αυτή τη φορά στην Ελλάδα.",
