    "description" : "Ο ρόλος της ΡΑΕ στην ελληνική αγορά ενέργειας ενισχύθηκε σταδιακά με την τροποποίηση και συμπλήρωση των αρμοδιοτήτων της, όπως αυτές απαριθμούνται αναλυτικά στους σχετικούς νόμους που εκδόθηκαν από το 1999 και εφεξής. \nΣε πρώτο στάδιο, οι αρμοδιότητες της ΡΑΕ καθορίστηκαν με τις διατάξεις του άρθρου 5 του ν. 2773/1999, σύμφωνα με τις οποίες στην Αρχή ανατέθηκαν: (α) η γενική αρμοδιότητα παρακολούθησης και ελέγχου της αγοράς ενέργειας σε όλους τους τομείς της, και η αρμοδιότητα υποβολής σχετικών εισηγήσεων στα αρμόδια όργανα για τη λήψη κατάλληλων μέτρων, (β) κυρίως γνωμοδοτικές αρμοδιότητες σε σχέση με τη χορήγηση των αδειών που προβλέπονται για την άσκηση δραστηριότητας στον τομέα της ηλεκτρικής ενέργειας (παραγωγή, προμήθεια, διαχείριση και κυριότητα δικτύων), (γ) σχετικά περιορισμένες αποφασιστικές αρμοδιότητες που αφορούν τη δυνατότητα επιβολής διοικητικών κυρώσεων ιδίως με τη μορφή επιβολής προστίμων ή εισήγησης για την ανάκληση αδειών όταν διαπιστώνεται παράβαση των διατάξεων του ν. 2773/1999, (δ) γνωμοδοτικές αρμοδιότητες σε σχέση με την έκδοση των κανονιστικών πράξεων που διέπουν τη λειτουργία της αγοράς ηλεκτρικής ενέργειας, (ε) αρμοδιότητες διαιτητικής επίλυσης διαφορών στον τομέα της ηλεκτρικής ενέργειας και (στ) το σύνολο των αρμοδιοτήτων του Σώματος Ενεργειακού Ελέγχου και Σχεδιασμού το οποίο στο μεταξύ καταργήθηκε.",
