    "description" : "Τα κοινά ζητήματα της αμοιβαιότητας και της συνύπαρξης δημόσιου και ιδιωτικού τομέα αποτελούν διαχρονικά τρέχον κοινό δημόσιο και ιδιωτικό ζήτημα σε επίπεδο πολιτικό, πολιτειακό και εθνικό, όπως επίσης και μέσα σε εταιρικά πλαίσια της δημόσιας και της ιδιωτικής ζωής των προσώπων με τους Θεσμούς και μεταξύ τους. Η πραγματική Κοινωνία εντός εκτός Ευρώπης δεν έχει μέχρι σήμερα απαντήσει ικανοποιητικά στα κοινά ζητήματα της αμοιβαιότητας και συνύπαρξης προσώπων με τους  θεσμούς. Πολλές φορές οι αδυναμίες του δημόσιου τομέα δυστυχώς αποτελούν ευκαιρία για τον ιδιωτικό τομέα και έτσι οι ελλείψεις και οι αδυναμίες του ιδιωτικού τομέα είναι περίπου φυσική υποχρέωση του δημόσιου. \nΥπάρχουν τομείς της καθημερινής κοινωνικής δράσης που δεν μπορεί να υπεισέλθει ο ιδιωτικός τομέας, όπως είναι η άσκηση κοινωνικής πολιτικής και της προστασίας του κοινωνικού συνόλου. Αυτή ασκείται από τον δημόσιο τομέα που πρέπει να έχει την αμεσότητα, την κατοχή και την πρωτοβουλία. Από την άλλη η συμβολή στην ολική ανάπτυξη της οικονομίας και των υποδομών ο ρόλος του ιδιωτικού τομέα με συμπράξεις ή μη με τον δημόσιο είναι καθοριστικός, πάντα με τον κρατικό παρεμβατισμό παρόντα.  Όλα τα παραπάνω ισχύουν όταν υπάρχει υγεία και στους δύο τομείς, δημόσιο και  ιδιωτικό.",
