Γ.Γ.Δ.Ε.  Δ1ε/Ο/5\n054/  15.2.1989. \nκαι  η  αντιμετώπιση  συγκεκριμένων \nπεριβαλλοντικών προβλημάτων τα οποία είχαν εντοπιστεί στην διαδικασία της Προκαταρκτικής Περιβαλλοντικής \nΕκτίμησης και Αξιολόγησης. \nΗ  Μ.Π.Ε.    στηρίχθηκε  στα  στοιχεία  της    παραπάνω  προμελετης,  ως  προς  τα  χαρακτηριστικά  του  έργου  και \nεκπονήθηκε με βάση την τον Ν. 3010/02 και την ΚΥΑ Η.Π.:15393/2332/02. σε συνδυασμό με τις προδιαγραφές \nπεριβαλλοντικών  μελετών οδικών έργων της Γ.Γ.Δ.Ε./ Υ.ΠΕ.ΧΩ.ΔΕ που περιλαμβάνονται στην εγκύκλιο 37/94 \n(ΔΜΕΟ/δ/Ο/1158/3.10.94\nΠρόκειται για οδικό τμήμα με το οποίο ολοκληρώθηκε ο εγγύτερος περιφερειακός δακτύλιος της πόλης Καβάλας, με τον οποίο επιδιώκεται η ουσιαστική βελτίωση των μετακινήσεων στο ευρύτερο πολεοδομικό συγκρότημα, παρέχοντας άμεση πρόσβαση και επικοινωνία στους ανώτερους και περιφερειακούς τομείς της πόλης. \n\nΤο οδικό αυτό έργο, μήκους 5.9 km, είναι χαραγμένο περιμετρικά των βόρειων και ανατολικών ορίων της ομώνυμης πόλης. Πρόκειται ουσιαστικά για νέα χάραξη, στην οποία εντάχθηκαν κάποια μικρά τμήματα αγροτικών δρόμων τα οποία βελτιώθηκαν και αναβαθμίστηκαν.",
