    "description" : "Η διαχείριση των Αστικών Στερεών Αποβλήτων (ΑΣΑ)  είναι παγκοσµίως ένα από\nτα σηµαντικότερα περιβαλλοντικά προβλήµατα, ιδιαίτερα στις ανεπτυγµένες οικονοµικά\nκοινωνίες.Ο όρος διαχείριση των ΑΣΑ εµπεριέχει τις τεχνικές διαδικασίες και µεθόδους οι\nοποίες σχετίζονται µε τη συλλογή, τη µεταφορά, την προσωρινή αποθήκευση, την ανά-\nκτηση των χρήσιµων υλικών εξ αυτών και την τελική διάθεσή τους σε κατάλληλα επι-\nλεγµένους χώρους και την µετέπειτα φροντίδα των χώρων αυτών.  Οι διαδικασίες και οι\nµέθοδοι που χρησιµοποιούνται πρέπει να είναι αποδεκτές από τεχνικής, οικονοµικής και\nπεριβαλλοντικής πλευράς και από καιρό έχουν αποτελέσει αντικείµενο τεχνικής, οικονο-\nµικής και περιβαλλοντικής φροντίδας τόσο σε εθνικό επίπεδο όσο και σε επίπεδο ∆ιεθνών\nΟργανισµών όπως ο ΟΗΕ, ο ΟΟΣΑ, η Ευρωπαϊκή Ένωση.\n        Η σύγχρονη αντίληψη για τη βιώσιµη ανάπτυξη έχει επιβάλει την υιοθέτηση ορισµέ-\nνων γενικών αρχών πάνω στις οποίες στηρίζονται οι επί µέρους περιβαλλοντικές πολιτι-\nκές που µε τη σειρά τους οφείλουν να ενσωµατώνονται στις τοµεακές αναπτυξιακές πο-\nλιτικές. Στο πεδίο των αποβλήτων, και ειδικότερα των στερεών αποβλήτων, βασική αρχή\nκαι κατεύθυνση είναι: η αποφυγή και η µείωση της παραγωγής απορριµµάτων µέσα από\nτην χρήση νέων τεχνολογικών µεθόδων καθώς και αλλαγών στις κοινωνικές συµπεριφο-\nρές και νοοτροπίες.Αυτό σηµαίνει ότι η πολιτική διαχείρισης των απορριµµάτων δεν είναι\nµόνον αντικείµενο µιας τεχνικής διαδικασίας αλλά ευρύτερα είναι θέµα κοινωνικής και\nπολιτικής συµπεριφοράς.",
