    "description" : "Η ΚΑΠ αποτελεί μέχρι σήμερα την πρώτη, την πιο ολοκληρωμένη και τη μοναδική πραγματικά κοινή τομεακή πολιτική που ασκείται στο πλαίσιο της ΕΕ. Κατά τη διάρκεια της σαραντάχρονης πορείας της, υπέστη αρκετές μεταρρυθμίσεις. Με τη μεταρρύθμιση της ΚΑΠ, το 1992 επιχειρήθηκε μια εκ νέου νομιμοποίηση της αγροτικής παραγωγής, συμπεριλαμβάνοντας σε αυτή περιβαλλοντικές ρυθμίσεις. Από το 1992, η ΚΑΠ έχει εισέλθει σε διαδικασία εκ θεμελίων μεταρρύθμισης. Η συμπληρωματικότητα του πρώτου και δεύτερου πυλώνα (ΚΟΑ και πολιτική της Αγροτικής Ανάπτυξης, αντίστοιχα) ενισχύθηκε με την αναθεώρηση του 2003. Περιληπτικά, προβλέπονται τα εξής: οι περισσότερες ενισχύσεις του παρελθόντος ενοποιούνται σε μία Ενιαία Αποδεσμευμένη Ενίσχυση. Η ενίσχυση αυτή θα χορηγείται κατ’ έτος ασχέτως είδους και ύψους παραγωγής. Προϋπόθεση για την είσπραξη της Ενιαίας Αποδεσμευμένης Ενίσχυσης θα είναι ο σεβασμός των κοινοτικών οδηγιών σχετικά με τη δημόσια υγεία, την υγεία των φυτών και των ζώων και την προστασία του περιβάλλοντος (Πολλαπλή Συμμόρφωση). Οι ενισχύσεις θα μειωθούν κατά 5% από το 2007 και μετέπειτα. Η σταδιακή μείωση των άμεσων ενισχύσεων ονομάζεται Διαφοροποίηση. Θα δημιουργηθεί επίσης, ένα σύστημα παροχής γεωργικών σύμβουλών προς τους αγρότες. \nΗ νέα ΚΑΠ εφαρμόζεται στη χώρα μας από 1-1-2006. Η πολιτική αγροτικής ανάπτυξης 2007-2013 εστιάζεται σε τρεις βασικούς άξονες (βελτίωση της ανταγωνιστικότητας του τομέα της γεωργίας και της δασοκομίας, βελτίωση του περιβάλλοντος και της υπαίθρου, βελτίωση της ποιότητας ζωής στις αγροτικές περιοχές και διαφοροποίηση της αγροτικής οικονομίας), συνεπικουρούμενους από ένα τέταρτο οριζόντιο άξονα Leader, που βασίζεται στην εμπειρία που αποκτήθηκε από τις Κοινοτικές Πρωτοβουλίες Leader των προηγούμενων προγραμματικών περιόδων.",
