    "description" : "Η Ευρωπαϊκή Ένωση έχει θέσει κάποια από τα υψηλότερα πρότυπα σε παγκόσμια κλίμακα, όσον αφορά τα μέτρα που θα πρέπει να ληφθούν για την προστασία του περιβάλλοντος. Η εξέλιξη σ’ αυτόν τον τομέα έχει μια ιστορία αρκετών χρόνων και εκτείνεται σε ένα ευρύ φάσμα περιβαλλοντικών τομέων. Όσον αφορά συγκεκριμένα για την προστασία των υδάτων, η Ευρωπαϊκή Ένωση άρχισε να δραστηριοποιείται νομικά κυρίως από τις αρχές περίπου της δεκαετίας του ’70. Το νερό είναι το πιο σφαιρικά νομοθετημένο αντικείμενο στον τομέα της νομοθεσίας του περιβάλλοντος. Κύριος στόχος της πολιτικής που ακολουθεί η Ευρωπαϊκή Ένωση αποτελεί η αποτελεσματική διαχείριση των αποβλήτων, η ετήσια παραγωγή των οποίων ανέρχεται σε επικίνδυνα ποσοστά. Επίσης προβλέπεται μια ταυτοποίηση των ευρωπαϊκών υδάτων και των χαρακτηριστικών τους, ταξινομημένων ανά υδρογραφική λεκάνη και περιοχή, με μια παράλληλη έγκριση των σχεδίων διαχείρισης και των προγραμμάτων λήψης των ενδεδειγμένων μέτρων για κάθε υδατικό σύστημα.\nΟ νέος νόμος πλαίσιο για την προστασία των υδάτων από ρυπογόνους παράγοντες είναι το αποτέλεσμα μιας ανάγκης για μια θεμελιακή αναθεώρηση της πολιτικής που ακολουθούνταν μέχρι τώρα όσον αφορά το συγκεκριμένο θέμα. Τα κράτη μέλη της Ευρωπαϊκής Ένωσης οφείλουν να συνδυάζουν τα επιβαλλόμενα καθεστώτα με αποτελεσματικές, αναλογικές και αποτρεπτικές κυρώσεις σε περίπτωση παραβάσεων της οδηγίας πλαισίου.",
