      "@value" : "Οι Ετήσιες Εθελοντικές Εκθέσεις αξιολόγησης (ΕΕΕ)1 είναι ένα σημαντικό εργαλείο για την ανάδειξη της προόδου των κρατών ως προς την πραγματοποίηση των Στόχων Βιώσιμης Ανάπτυξης (ΣΒΑ)· ωστόσο, οι ΕΕΕ αντιπροσωπεύουν μόνο μία προσέγγιση ως προς την αξιολόγηση της Ατζέντας 2030 των Ηνωμένων Εθνών. Τα κράτη μπορούν να εξετάσουν, πέρα από την αξιολόγηση στο πλαίσιο των παγκόσμιων αναφορών μέσω των ΕΕΕ, πώς μπορούν να ενσωματώσουν την αξιολόγηση σε εθνικό και τοπικό επίπεδο. Με αυτόν τον τρόπο, η αξιολόγηση μπορεί να καταστεί ένα ισχυρό έναυσμα για την επίτευξη μιας πραγματικά μετασχηματιστικής ανάπτυξης, αντικατοπτρίζοντας τις φιλοδοξίες της Ατζέντας. Το παρόν άρθρο εξετάζει την έννοια του «μετασχηματισμού», όπως αυτή προωθείται από την Ατζέντα 2030 και εξετάζει πώς μπορεί να χρησιμοποιηθεί για την αξιολόγηση. Υποστηρίζουμε ότι όταν η αξιολόγηση ενσωματώνεται στον εθνικό στρατηγικό σχεδιασμό, αναλαμβάνει επιπλέον ρόλους και λειτουργίες που υπερβαίνουν κατά πολύ τις τεχνικές μέτρησης των στόχων και μπορεί ακόμη και να αξιολογήσει πολιτικές διαδικασίες και δράσεις.
