Με βάση τα ιδιαίτερα χαρακτηριστικά του Δήμου και ιδιαίτερα βάση τον μορφολογικό, γεωλογικό και τον πολεοδομικό ιστό προσδιορίζονται οι κίνδυνοι οι οποίοι μπορεί να εμφανιστούν στο χώρο του Δήμου. Παράλληλα με βάση το υφιστάμενο θεσμικό πλαίσιο προτείνεται το επιχειρησιακό σχέδιο προσαρμοσμένο στις ιδιαίτερες συνθήκες έτσι ώστε να μειωθούν σε κάθε επίπεδο οι επιπτώσεις από τους ανωτέρω φυσικούς κινδύνους.Metropolitan area of ​​the capital and is characterized by increased flood and seismic risk.
