Παπαβλασοπούλου ΤερψιχόρηPapavlasopoulou TerpsichoriΗ κρίση στα συστήματα ασύλου και υποδοχής των κρατών μελών της ΕΕ, κατά τα έτη 2015/2016, λόγω της αθρόας εισροής μεταναστευτικών - προσφυγικών ροών και του μεγάλου αριθμού θανάτων στη Μεσόγειο, ανέδειξαν την ανεπάρκεια και αδυναμία των πολιτικών της ΕΕ να την αντιμετωπίσoυν ως σύνολο, και την έλλειψη έμπρακτης αλληλεγγύης και ενότητας μεταξύ των κρατών μελών της. Για την κάλυψη της προβληματικής, η Ευρωπαϊκή Επιτροπή πρότεινε το Νέο Σύμφωνο για τη Μετανάστευση και το Άσυλο, που ανακοινώθηκε στις 23 Σεπτεμβρίου 2020 το οποίο τελεί σε εκκρεμότητα για ολόκληρη την Ένωση και τα κράτη της, μέχρι σήμερα. Με την παρούσα μεταπτυχιακή Διπλωματική εργασία (ΜΔΕ) εξετάζεται από Γεωπολιτική και Διεθνοδικαιϊκή σκοπιά και με τη μέθοδο της Συστημικής Γεωπολιτικής Ανάλυσης (ΣΓΑ), το προτεινόμενο Νέο Ευρωπαϊκό Σύμφωνο για τη Μετανάστευση και το Άσυλο σχετικά με τη διαχείριση του μεταναστευτικού- προσφυγικού ζητήματος στο πλαίσιο της ΕΕ. και αναπτύσσεται η ενδεχόμενη δράση και επιρροή του ως γεωπολιτικού παράγοντα στην κατανομή ή ανακατανομή ισχύος στο σύμπλοκο των κρατών- μελών της ΕΕ, με ιδιαίτερη έμφαση στον γεωγραφικό χώρο της Ελλάδος, υπό την οπτική της ασφάλειας τόσο της Ελλάδος, όσο της Ε.Ε και των κρατών μελών, που τη απαρτίζουν.This study focuses on the refugee and migration crisis with special focus to the adminisrative systems of asylum and reception during the 2015-2021 period. The year of 2015 and 2016 was a period of intensified migration flows and deaths that showed the weaknesses of the EU policies to tackle the problem in its full extent. It is also a period where the problems of the EU cohesion were expressed in terms of lack of solidarity between member States. It is within this period that the EU suggested a new Pact on Migration and Asylum. The new Pact was announced on the 23rd September of 2020 and is still under debate and questioning within the EU and its Member States. This analysis is examining the geopolitical and legal aspects of the new Pact under a systemic geopolitical framework and the regional geopolitical setting.
