Culture is considered to be a tool of progress, employment and prosperity. It is crucial to focus on the aspects of culture and its potential to subserve further progress. In the given case, the purview is the municipality of Thermi, which does not feature any special cultural interest, and for this reason some specific suggestions are cited; these will lay new foundations for the field of culture. This project will make an attempt to point out the achievement of cultural development even in apparently barren cultural environment. This is accomplished through a five-year plan of a municipality, which reflects how the cultural development is set on a realistic basis. The intention is to question whether the cultural development can lead the regional authorities to progress; with all these conducted under the European Union.

Ο πολιτισμός χαρακτηρίζεται ως εργαλείο ανάπτυξης, απασχόλησης και ευημερίας. Είναι σημαντικό να επικεντρωθεί κανείς στις πτυχές του πολιτισμού και τις δυνατότητες που δίνει για εξέλιξη. Το πεδίο εφαρμογής στην περίπτωσή μας είναι ο Δήμος Θέρμης, ο οποίος δεν παρουσιάζει κάποιο ιδιαίτερο πολιτιστικό ενδιαφέρον και για το λόγο αυτό παρατίθενται συγκεκριμένες προτάσεις που θέτουν το κεφάλαιο πολιτισμός σε νέα βάση. Η εργασία αυτή θα προσπαθήσει να αναδείξει την επίτευξη της πολιτιστικής ανάπτυξης ακόμα και σε ‘’άγονα’’, εκ πρώτης όψεως, πολιτιστικά περιβάλλοντα. Αυτό επιτυγχάνεται μέσω του πενταετούς πλάνου ενός δήμου, το οποίο αντικατοπτρίζει τον τρόπο με τον οποίο η πολιτιστική ανάπτυξη τοποθετείται πάνω σε ρεαλιστικές βάσεις. Στόχος είναι το ερώτημα αν η πολιτιστική ανάπτυξη μπορεί να οδηγήσει την τοπική αυτοδιοίκηση σε ανάπτυξη. Όλα αυτά μέσα σε ένα περιβάλλον που ονομάζεται Ευρωπαϊκή Ένωση.
