Η παρούσα διπλωματική εργασία είναι μια ανασκόπηση της βιβλιογραφίας, η οποία στοχεύει κυρίως στην παρουσίαση και ανάλυση των αντιδράσεων των Κεντρικών Τραπεζών στην Παγκόσμια Οικονομική Κρίση του 2007-2009, βασιζόμενη στη μελέτη περίπτωσης της ΕΚΤ και της FED. Στην πραγματικότητα, ο κύριος σκοπός της μελέτης αυτής είναι, αφού αποκαλυφθούν τα βασικά αίτια και οι συνέπειες της κρίσης, να επικεντρωθεί σε μια κριτική ανάλυση των παραδοσιακών και μη παραδοσιακών νομισματικών πολιτικών που υιοθετήθηκαν και εφαρμόστηκαν από την ΕΚΤ και τη FED. Στο πλαίσιο αυτό, η χρησιμοποιούμενη μεθοδολογική προσέγγιση βασίζεται σε δύο πυλώνες: ο πρώτος στηρίζεται σε μια σε βάθος συγκριτική ανάλυση μεταξύ των πολιτικών που ακολουθήθηκαν, ανά περίπτωση και υπό την ομπρέλα μιας σειράς από τα πιο σημαντικά διλήμματα στη νομισματική οικονομία και τις νομισματικές πολιτικές, προκειμένου να εντοπιστούν οι σημαντικότερες ομοιότητες και διαφοροποιήσεις μεταξύ τους. Ο δεύτερος επικεντρώνεται σε μια λεπτομερή ανάλυση SWOT, επισημαίνοντας από τη μία πλευρά τα Δυνατά Σημεία και Αδυναμίες και από την άλλη τις Ευκαιρίες και Απειλές, που προκύπτουν από τα αποτελέσματα της εν λόγω συγκριτικής διερεύνησης. Η εις βάθος ερμηνεία αυτής της διπλής θεωρητικής ερευνητικής ανάλυσης επιτρέπει να κατανοήσουμε εάν οι πολιτικές που χρησιμοποίησαν η FED και η ΕΚΤ ήταν εξίσου οι κατάλληλες ή όχι και γιατί. Στη συνέχεια, με την περαιτέρω ανάλυση της λογικής που διέπει η κάθε μία από αυτές, λαμβάνοντας υπόψη και τα αποτελέσματα που προκύπτουν από την αντίστοιχη ανάλυση SWOT, μπορούμε να παρέχουμε, για κάθε Κεντρική Τράπεζα, τις αντίστοιχες λύσεις για τη συνολική βελτίωση και ανάπτυξη της αποδοτικότητας, αποτελεσματικότητας και ευελιξίας των πολιτικών/στρατηγικών που ελήφθησαν και από τις δύο πλευρές του Ατλαντικού. Έτσι, η παρούσα ποιοτική μελέτη θα εξυπηρετήσει σίγουρα τους υπεύθυνους χάραξης πολιτικής στις καθημερινές τους αποφάσεις, ως μια πλήρη πηγή για ακαδημαϊκούς, υπεύθυνους χάραξης πολιτικής και ερευνητές, που επιθυμούν να κατανοήσουν τις μοναδικές προκλήσεις και τις απαντήσεις πολιτικής από την πλευρά των Κεντρικών Τραπεζών κατά την διάρκεια κρίσιμων περιόδων, όπως η εξεταζόμενη Παγκόσμια Οικονομική Κρίση.

This Thesis is a literature review oriented aiming, mainly, at presenting and analyzing the responses of the Central Banking to the Global Financial Crisis of 2007-2009, basing on the case study of the ECB and FED. Actually, the key purpose of this study is, after having been unrevealed the key causes and consequences of the crisis to be concentrated on a critical analysis of the adopted and implemented by ECB and FED conventional and unconventional monetary policies. In this regard, the used Methodological approach builds on two pillars: the first is relying on a thorough comparison analysis between the conducted, per case and under the umbrella of a bundle of the most important dilemmas in monetary economics, monetary policies, in order to pinpoint the most important similarities and differentiations among them. Whereas, the second one is focused on a detailed SWOT Analysis, highlighting on one hand the Strengths - Weaknesses and on the other hand the Opportunities – Threats, deriving from the outcomes of the said comparative investigation. The in-depth interpretation of this dual theoretical research analysis allows us to figure out whether the used, by FED and ECB, policies were, equally, the appropriate ones or not and why. And afterwards by being interfered more into the logic governing each one of them, taking into consideration and the results stemming from the relevant SWOT Analysis, to be enabled to provide, per examining Central Bank, the respective solutions for the overall improvement and development of the efficiency -effectiveness and flexibility of the undertaken, on both sides of the Atlantic, policies/strategies. Thus, this qualitative study will certainly serve the policy makers in their day-to-day decisions, as a comprehensive resource for scholars, policymakers and academicians, seeking to understand the unique challenges and policy responses from the part of the Central Banking that occurred during crises periods, like the examining one of the Global Financial Crisis.
