Αντωνοπούλου, ΛίλαΣτο Εθνικό Σύστημα Υγείας (ΕΣΥ) της Ελλάδαςέχει γνωρίσει πολλές απόπειρες μεταρρύθμισης.Η πρώτη από αυτές ανάγεται στα χρόνια που ακο-λούθησαν την ίδρυσή του, το 1983. Η τελευταίαπροσπάθεια μεταρρύθμισης του ΕΣΥ χρονολο-γείται στο 2005. Στην παρούσα μελέτη, καταρχάςφωτίζονται τα κύρια χαρακτηριστικά της δομήςκαι της εξέλιξης του ΕΣΥ. Στη συνέχεια, γίνεταιεπισκόπηση των προσπαθειών μεταρρύθμισηςτου συστήματος, με άξονα ερμηνείας κριτήριακαι δεδομένα που αντλούνται από την εμπειρίατης οικονομικής και κοινωνικής ανάπτυξης τηςχώρας. Η σύγκριση της εξέλιξης του ΕΣΥ με τηντύχη που επιφυλάχθηκε στα εθνικά συστήματαυγείας άλλων ευρωπαϊκών χωρών μετά πρό-σφατες μεταρρυθμίσεις τους, περιστρέφεται μεεπίκεντρο την τάση που καταγράφηκε στο πλαί-σιο των μεταρρυθμίσεων εκείνων και συνίστατοστη μετατόπιση του βάρους της χρηματοδότησηςιδίως του δημόσιου νοσοκομειακού θεσμού, απότον κρατικό προϋπολογισμό στους ιδιωτικούς,οικογενειακούς προϋπολογισμούς των πολιτών.The Greek National Health System (ESY) hasundergone many attempts for reform. Thefi rst one is traced back during the fi rst yearsafter its foundation in 1983 and the last oneis dated during 2005. Following a descriptionof the characteristics and the developmentof the ESY, this study reviews the tendenciesof its reforms interpreting them according tocriteria which stem from the Greek experienceof economic and social development.
