Abstract As lean production and productive efficiency enhancement becomes an increasingly important issue within Europe and worldwide, policy planning should draw attention towards efficiency estimation and effectiveness attainment. Within this framework, this paper focuses on the efficient resource management, benchmarking the estimated efficiency, through a deterministic analysis. The research is an investigation into prospects of improving productive efficiency in a manufacturing system through productive openness, resource allocation and integration of firm's activities. This paper analyses, through a benchmarking approach, manufacturing investment in selected sectors of production in Europe, creating a spectrum of policy implications. (EL)
