Αντιπαραβάλλονται δύο θεμελιώδεις εκδοχές της δημοκρατίας, η άμεση και η έμμεση. Η πρώτη αναλύεται κάνοντας αναφορά στην περίπτωση της αρχαίας Αθήνας, αλλά και σε σχέση με την ανάληψη πρωτοβουλιών και τη διεξαγωγή δημοψηφισμάτων σε σύγχρονες δημοκρατίες. Η δεύτερη εκδοχή αναλύεται σε σχέση με τη μορφή της αντιπροσωπευτικής δημοκρατίας. Επιπλέον, περιγράφονται μη δημοκρατικά πολιτεύματα – μοναρχία, δικτατορία, αυταρχικά καθεστώτα. Ακολούθως, εξετάζονται οι έννοιες του συντάγματος και των πολιτικών δικαιωμάτων και ελευθεριών, αναφέροντας κυρίως την περίπτωση των ΗΠΑ. Το κεφάλαιο ολοκληρώνεται με μια τυπολογική διάκριση μεταξύ ενιαίου κράτους, ομοσπονδίας και συνομοσπονδίας.

Two fundamental versions of democracy, direct and indirect, are contrasted. The first is analysed not only with reference to the case of ancient Athens, but also in relation to the taking of initiatives and the holding of referendums in modern democracies. The second version is analysed in relation to the form of representative democracy. In addition, non-democratic regimes -monarchy, dictatorship, authoritarian regimes- are described. Besides these, the concepts of the constitution and civil rights and liberties are examined, with particular reference to the United States of America. The chapter concludes with a typological distinction between unitary state, federation and confederation.
