In the mountainous and quasi-mountainous areas of Greece a usual practice is to construct small, earth-fill dams that will answer the water demand of nearby communities. Such needs include flood risk management, provision of irrigation water and -less often- drinking water supply and recreation. The earth-fill dams are constructed on streams and operate during summer, when the various demands for water are increased. In winter, as soon as the reservoir is filled, the operation of the dam is limited to only provide regulation of the stream-flow and mitigate the effect of flood events. Thus, it appears that the small earth-fill dams could be exploited towards hydroelectric energy production. The produced electric energy could be continuously directed to the National Grid, through the exploitation of the available water resource and the hydraulic head. This strategy could even exploit the existing irrigation pipelines, which are not operating during non-irrigation periods, reducing substantially the cost of the intervention. At the same time, the created mini-scale hydroelectric station would provide renewable, sustainable energy to the low-voltage network in a constant and predicted manner. As a rule, the remote mountainous areas are electrified by medium-voltage networks that cover a big distance in order to access the consumers. The quality of the provided service is sometimes low due to the lines’ length as well as to its age. Besides, it is rarely economically viable to replace or maintain such long lines that provide electricity to sparsely populated areas. The utilization of existing earth-fill dams has a main advantage: it would result to low-voltage electricity production that could be directly connected to the local low-voltage or medium-voltage (using a transformer) local network. This additional production would enhance both the quality and the stability of the local energy Grid. The present PhD thesis deals with a thorough analytical simulation of the development of a small hydropower station, utilizing an existing irrigation dam and the surplus stored water. The simulation of the hydrological processes in the watershed has been implemented with the use of relevant hydrological modelling software. Both the environmental and economic parameters affecting the operation of the hydroelectric station have been analyzed. Moreover, the values of the Environmental Flow regimes have been estimated both with the use of standard methods as well as the procedure defined by the Greek legislation. Following that, an optimization technique (Harmony Search Algorithm) enables the selection of the most suitable turbine to be connected to the existing irrigation pipe. An economic model has then estimated the economic terms and the economic indexes of the proposed investment. Aiming to evaluate the accuracy of the presented methodology, a similar simulation has been implemented in a second study area, with similar results. Thus, a generalization of the presented methodology has been realized, aiming to a wide application of the proposed scheme on irrigation dams of rural Greece. The expected electric energy production has been also estimated along with its distribution in the mountainous areas of the country. The produced electric energy will be connected to the low-voltage network and it will be directly available for consumption, without the need for Grid-extensions or new sub-stations. Thus, energy losses due to electric energy transmission from distant areas will be avoided. Furthermore, the proposed scheme enables controlled and predicted renewable energy production upgrading the stability of the local electricity network at the same time. Moreover, it is an economically viable investment that allows inter-connected monitoring in order to support Smart Grid characteristics.
Στις ορεινές και ημιορεινές περιοχές του Ελλαδικού χώρου, κατασκευάζονται μικρά χωμάτινα εσωχειμάρρια φράγματα για να καλύψουν τις ανάγκες των κοντινών οικισμών. Οι ανάγκες των οικισμών είναι κυρίως αρδευτικές, αντιπλημμυρικές και πιο σπάνια τουριστικές και υδρευτικές. Τα χωμάτινα φράγματα κατασκευάζονται με μικρό κόστος εντός του χειμάρρου και λειτουργούν τους θερινούς μήνες, τότε δηλαδή που οι ανάγκες για νερό αυξάνονται. Τους χειμερινούς μήνες, το φράγμα, αφού αποθηκεύσει τη μέγιστη ποσότητα νερού, ενσωματώνεται στη λειτουργία του χειμάρρου και προστατεύει την περιοχή από έντονα πλημμυρικά φαινόμενα. Τα μικρά χωμάτινα φράγματα, μπορούν τη μη αρδευτική περίοδο να παράγουν ηλεκτρική ενέργεια και να την προσφέρουν άμεσα στο ηλεκτρικό δίκτυο της χώρας. Μπορεί να γίνει αξιοποίηση του πλεονάζοντος νερού της λεκάνης απορροής σε συνδυασμό με την αξιοποίηση του υφιστάμενου αρδευτικού έργου αναπτύσσοντας ένα μικρό υδροηλεκτρικό σταθμό. Ο σταθμός, μπορεί να αξιοποιήσει την υφιστάμενη υψομετρική διαφορά του φράγματος, καθώς επίσης και τον υφιστάμενο αγωγό άρδευσης, ο οποίος την συγκεκριμένη χρονική περίοδο είναι ανενεργός και παράλληλα να προσφέρει στο ηλεκτρικό δίκτυο της χώρας χαμηλή τάση, κατανεμημένη και άμεσα διαθέσιμη και προβλέψιμη. Πιο αναλυτικά, οι απομακρυσμένες ορεινές περιοχές, ηλεκτροδοτούνται από δίκτυα μέσης τάσης, τα οποία διανύουν πολλά χιλιόμετρα μέχρι να φτάσουν σε όλους τους καταναλωτές. Η ποιότητα και η αξιοπιστία του ηλεκτρικού ρεύματος που καταλήγει στους οικισμούς είναι αρκετά υποβαθμισμένη και οφείλεται στο μεγάλο μήκος της γραμμής μέσης τάσης και στις δύσβατες περιοχές. Η αξιοποίηση των μικρών φραγμάτων έχει ένα μεγάλο πλεονέκτημα. Μπορεί να παράγει ηλεκτρικό ρεύμα χαμηλής τάσης, το οποίο να συνδέεται άμεσα στο τοπικό δίκτυο χαμηλής και μέσης τάσης προς κατανάλωση, βελτιώνοντας την ποιότητα του ηλεκτρικού ρεύματος και την αξιοπιστία του δικτύου.Στη συγκεκριμένη διατριβή, γίνεται μία ολοκληρωμένη αριθμητική προσομοίωση ανάπτυξης ενός μικρού υδροηλεκτρικού σταθμού, αξιοποιώντας ένα υφιστάμενο αρδευτικό φράγμα και του πλεονάζοντος νερού. Η προσομοίωση της υδρολογικής λεκάνης γίνεται με υδρολογικό μοντέλο – εργαλείο. Λαμβάνονται και αναλύονται όλοι οι παράμετροι (περιβαλλοντικοί και οικονομικοί) που επιδρούν στη λειτουργία του υδροηλεκτρικού και γίνεται ανάλυση, εφαρμογή και σύγκριση τιμών της οικολογικής παροχής, εφαρμόζοντας διάφορες μεθόδους υπολογισμού και τη μέθοδο που προβλέπει ο ελληνικός νόμος. Έπειτα, με μία μέθοδο βελτιστοποίησης (μέθοδος αρμονίας), περιγράφεται η διαδικασία εύρεσης της βέλτιστης θέσης του υδροστροβίλου πάνω στον υφιστάμενο αρδευτικό αγωγό. Παρουσιάζεται ένα οικονομικό μοντέλο, το οποίο δείχνει αναλυτικά όλα τα οικονομικά μεγέθη και καταλήγει σαν αποτέλεσμα με τους οικονομικούς δείκτες που προκύπτουν από τη συγκεκριμένη επένδυση. Έπειτα, εφαρμόζεται η παραπάνω διαδικασία μαθηματικής προσομοίωσης σε μία δεύτερη περιοχή μελέτης και εξάγονται τα ίδια αναμενόμενα αποτελέσματα. Γίνεται ένα είδος γενίκευσης της εφαρμογής σε όλα τα φράγματα του ελλαδικού χώρου (του ιδίου τύπου) και παρουσιάζεται η νέα παραγόμενη ηλεκτρική ενέργεια και πως αυτή είναι κατανεμημένη σε όλη την ορεινή έκταση της χώρας. Το ηλεκτρικό ρεύμα συνδέεται άμεσα στη χαμηλή τάση που βρίσκεται εντός των απομακρυσμένων περιοχών, είναι διαθέσιμο άμεσα προς κατανάλωση, δεν απαιτεί νέα δίκτυα ή υποσταθμούς, δεν έχει απώλειες, είναι προβλέψιμο στη λειτουργία του, αναβαθμίζει ποιοτικά τα τοπικά ηλεκτρικά δίκτυα, είναι οικονομικά βιώσιμο και είναι διαθέσιμο να ενσωματωθεί στο μέλλον σε ένα δίκτυο παρακολούθησης και διαχείρισης ηλεκτρικού δικτύου.
