Η διδακτορική διατριβή εξετάζει τις διοικητικές ανακατατάξεις και τις νέες χωρικές ταξινομήσεις που προέκυψαν με τον νόμο 2539/97, γνωστό ως νόμο «Καποδίστρια», στο πλαίσιο εκσυγχρονισμού της τοπικής αυτοδιοίκησης (βάσει του νόμου, οι παλιές κοινότητες συγχωνεύτηκαν σε δήμους, οι οποίοι αναλαμβάνουν την τοπική ανάπτυξη της περιοχής τους). Το βασικό ερώτημα αφορά τους τρόπους με τους οποίους ο «Καποδίστριας» ερμηνεύεται κοινωνικά και υλοποιείται πολιτισμικά σε τοπικό επίπεδο και συγκεκριμένα στον δήμο Αξιούπολης και στον δήμο Χέρσου του νομού Κιλκίς. Εστιάζοντας στις δημοτικές εκλογές και τις πολιτιστικές εκδηλώσεις των διευρυμένων δήμων, διερευνάται το πώς εκπροσωπούνται τα χωριά και πώς οι τοπικοί φορείς διεκδικούν ή επανερμηνεύουν την τοπική ταυτότητα και ιδιαιτερότητά τους στο παρόν. Ο «Καποδίστριας» εξετάζεται «εκ των έσω», δηλαδή από τη σκοπιά των φορέων της τοπικής αυτοδιοίκησης, καθώς επίσης και των υποκειμένων που βιώνουν και ερμηνεύουν τις συνέπειές του, αναδεικνύοντας τις συγκλίσεις και αποκλίσεις μεταξύ τους.
The doctoral thesis examines the administrative reordering and the new spacial classification, which emerged with the 2539/97 law, known as “Kapodistrias” law, within the framework of the modernization of local administration (according to the law, old communities have merged into municipalities, taking charge of the local development of their areas). The central question concerns the ways that “Kapodistrias” law is socially interpreted and culturally implemented on a local level, in particular, in the municipalities of Axioupoli and Herso, in the perfecture of Kilkis. Focusing on the municipal elections and the cultural events of the newly extended municipalities, we are examining the way villages are represented, and how local agents are claiming or reinterpreting their local identity and particularity in the present. “Kapodistrias” law is being examined “from within”, which means from the viewpoint of the agents of local administration, as well as of the subjects experiencing and interpreting its consequences, designating the convergences and divergences between them.
