Το κεντρικό ερώτημα της διατριβής αυτής είναι το εξής: Σε ποιο βαθμό σύνθετα κοινωνικά προβλήματα όπως η υπανάπτυξη, η ανεργία και ο κοινωνικός αποκλεισμός μπορούν να αντιμετωπιστούν κυρίως ή αποκλειστικά μέσω της εκπαίδευσης, της επιμόρφωσης και της κατάρτισης; Η θετική απάντηση της θεωρίας του ανθρώπινου κεφαλαίου στο ερώτημα αυτό επηρέασε καθοριστικά την εκπαιδευτική πολιτική της Ουνέσκο και της Ευρωπαϊκής Ένωσης. Ωστόσο η κριτική εξέταση των εκπαιδευτικών προγραμμάτων της Ουνέσκο και της ελληνικής εκδοχής του ευρωπαϊκού προγράμματος των Σχολείων Δεύτερης Ευκαιρίας α) σχετικοποιεί τον καταλυτικό ρόλο που αποδίδεται στην εκπαίδευση, β) φωτίζει την ιδεολογική λειτουργία και τις συνέπειες της προσέγγισης αυτής και γ) υπογραμμίζει την καθοριστική σημασία των κοινωνικών σχέσεων και των δομικών παραγόντων.
The main question investigated in this dissertation is the following: In what extent can complex social issues such as underdevelopment, unemployment and social exclusion be dealt with, mainly or exclusively, by means of education, continuing formation and training? The unconditionally positive response to this question furnished by the human capital theory had a decisive impact on the educational policy exercised by Unesco and the European Union. However, the critical investigation, on the one hand, of the Unesco's relevant projects and, on the other, of the EU's Second Chance School Project as applied in Greece (a) relativize the crucial role assigned to education, (b) sheds light on the ideological function and the consequences of this approach and (c) underlines the decisive role of social relations and structural factors.
