The aim of this PhD thesis was to analyze and asses EU’s performance as a global security actor in cases of new and future threats. Through the comparative analysis and assessment of EU policies and initiatives for the prevention, management and counter of climate change and migration security effects and also radicalization and terrorism the author pointed that EU could act as a distinct and effective security actor in new threats. From the angle of methodology the author uses the framework of Performance of Blavoukos and Bourantonis in parallel with an innovative methodological tool of eleven indicators- parameters.
Η διατριβή εξετάζει την επίδοση της Ε.Ε. ως παγκόσμιου δρώντα ασφάλειας σε περιπτώσεις νέων και δυνητικών απειλών. Μέσω της συγκριτικής ανάλυσης και αξιολόγησης της πολιτικής της Ε.Ε. για την πρόληψη, τη διαχείριση και την αντιμετώπιση των επιπτώσεων της κλιματικής αλλαγής και τη μετανάστευσης, καθώς και της ριζοσπαστικοποίησης και της τρομοκρατίας αποδεικνύεται πως η Ένωση μπορεί να αποτελέσει τον ιδανικό παγκόσμιο δρώντα ασφάλειας σε περιπτώσεις νέων απειλών. Μεθοδολογικά γίνεται αξιοποίηση του πλαισίου μέτρησης της επίδοσης των Μπλαβούκου- Μπουραντώση σε συνδυασμό με ένα καινοτομικό μεθοδολογικό εργαλείο έντεκα δεικτών- παραμέτρων.
