The research at hands investigates the implementation of the Third Resolution “On Emergency Measures Concerning Public Order and Security” in the Athens area during the period of the Greek Civil War (1946-1949).It examines the proliferation of the “state of emergency” in the capital region, the means and the specific characteristics of its sprawling, as the armed conflict became more intense and spread across the masses. It studies the consequences of the state's all-pervading repression measures on the Athenian political and societal life against its perceived “underminers”, under the analytical framework of a) the broader control-regime over the urban society as a whole; and b) the operation of “clearing-out the rear” of the war front aiming at the potential supporters of the “communist rebellion”. Through the study of the expansion of the concept of "anti-national crime", with the adoption of the Third Resolution being the reification of the latter, and the strengthening of the legal framework of the civil war state, this research shed lights to a specific methodology utilised by the state to deal with its main political opponents: the partisan organisations of the Communist Party of Greece and the capital's National Liberation Front (ΕΑΜ).In parallel, an attempt is made to scrutinise the actions of the Partisan Organisation of Athens (KOA) against the state repression within the context of the increasingly deteriorating "political suffocation" situation that was taking form in Athens during the Civil War.
Η παρούσα μελέτη διερευνά την εφαρμογή του Γ’ Ψηφίσματος «Περί εκτάκτων μέτρων αφορώντων την Δημόσιαν τάξιν και ασφάλειαν» στην περιοχή της Αθήνας, κατά την περίοδο του Εμφυλίου πολέμου (1946-1949).Εξετάζει το ζήτημα της γενίκευσης του καθεστώτος «έκτακτης ανάγκης» στην περιοχή της πρωτεύουσας, τα μέσα και τα ιδιαίτερα χαρακτηριστικά επιβολής του, όσο γενικεύεται και βαθαίνει η ένοπλη σύγκρουση. Μελετά τις συνέπειες που είχε στην πολιτική και κοινωνική ζωή της Αθήνας η ένταση της κρατικής καταστολής εναντίον των «υπονομευτών» του Κράτους, στα πλαίσια ενός ευρύτερου καθεστώτος ελέγχου του συνόλου της κοινωνίας των αστικών κέντρων και της επιχείρησης «εκκαθάρισης» των «μετόπισθεν» του πολεμικού μετώπου από τα δυνάμει στηρίγματα της «κομμουνιστικής ανταρσίας». Μέσα από την μελέτη της διευρυμένης έννοιας του «αντεθνικού» εγκλήματος, όπως αυτή πραγματώνεται με τη θέσπιση του Γ’ Ψηφίσματος και την κλιμακούμενη ενίσχυση του νομικού πλαισίου του εμφυλιακού Κράτους, εξετάζονται οι μέθοδοι αντιμετώπισης του κύριου πολιτικού του αντιπάλου, των Οργανώσεων του ΚΚΕ (ΚΟΑ) και του ΕΑΜ της πρωτεύουσας.Ταυτόχρονα, γίνεται προσπάθεια να μελετηθεί η δράση της ΚΟΑ ενάντια στις κρατικές μεθοδεύσεις και την καταστολή, μέσα στα πλαίσια της ολοένα και επιδεινούμενης κατάστασης «πολιτικής ασφυξίας», η οποία διαμορφώνεται στην Αθήνα του Εμφυλίου πολέμου.
