Η παρούσα διπλωματική εργασία εξετάζει το αναθεωρημένο Εθνικό Σχέδιο για την Ενέργεια και το Κλίμα (ΕΣΕΚ) 2024. Στο πλαίσιο της μελέτης αυτής, δίνεται έμφαση στη νομική του θεμελίωση, τις στρατηγικές του προτεραιότητες και τις κοινωνικοοικονομικές του επιπτώσεις. Ο σκοπός της παρούσας εργασίας είναι η ανάδειξη των βασικών αλλαγών, οι οποίες έχουν επέλθει σε σχέση με το προϊσχύον ΕΣΕΚ του 2019. Επίσης, σκοπός είναι η ανάλυση των προκλήσεων εφαρμογής, καθώς και η παροχή προτάσεων για τη βελτίωση του θεσμικού και χρηματοδοτικού πλαισίου. Η παρούσα διπλωματική εργασία στηρίζεται σε θεσμικά και νομικά κείμενα της ΕΕ, όπως ο Κανονισμός (ΕΕ) 2018/1999 για τη Διακυβέρνηση της Ενεργειακής Ένωσης, η Ευρωπαϊκή Πράσινη Συμφωνία (EU Green Deal), το Fit-for-55 και το RePowerEU, τα οποία διαμορφώνουν τις δεσμεύσεις της Ελλάδας. Τα βασικά συμπεράσματα που εξάγονται δείχνουν ότι το αναθεωρημένο ΕΣΕΚ του 2024 θέτει αυστηρότερους κλιματικούς και ενεργειακούς στόχους. Επίσης, θέτει πιο φιλόδοξες δεσμεύσεις για τις ανανεώσιμες πηγές ενέργειας, την ενεργειακή αποδοτικότητα και τη σταδιακή απεξάρτηση από τον λιγνίτη και το φυσικό αέριο. Παράλληλα, το αναθεωρημένο ΕΣΕΚ του 2024 ενσωματώνει μέτρα για τη διασύνδεση του ελληνικού δικτύου με τα ευρωπαϊκά ενεργειακά συστήματα. Τα μέτρα που εμπεριέχει, επίσης, αφορούν τη βελτίωση της ενεργειακής ασφάλειας και τη χρηματοδότηση της ενεργειακής μετάβασης μέσω ευρωπαϊκών πόρων, ήτοι των RRF, Just Transition Fund, Horizon Europe. Παρά τις θετικές προοπτικές, ωστόσο, οι προκλήσεις της πρακτικής εφαρμογής του ΕΣΕΚ του 2024 είναι βαρύνουσας σημασίας. Πρόκειται για προκλήσεις που εντοπίστηκαν ειδικότερα σε ζητήματα γραφειοκρατίας και αδειοδοτήσεων. Επίσης, σημαντικές προκλήσεις παρατηρήθηκαν και σε ζητήματα χρηματοδότησης των επενδύσεων, αλλά και στο σοβαρό ζήτημα της κοινωνικής αποδοχής της ενεργειακής μετάβασης.

The current dissertation examines the revised National Energy and Climate Plan (NECP) 2024. In the context of this study, emphasis is placed on its legal foundation, strategic priorities and its socio-economic impacts. This dissertation’s purpose is to analyze the main changes, which have occurred in relation to the previous NECP of the year of 2019. This dissertation, also, aims to analyze the implementation challenges, as well as to give suggestions for improving the institutional and financial framework. This dissertation is based on EU institutional and legal texts, such as for example Regulation (EU) 2018/1999 on the Governance of the Energy Union, the European Green Deal, Fit-for-55 and RePowerEU, which shape Greece’s commitments. The main conclusions show that the revised NECP of 2024 sets stricter climate and energy targets. It sets more ambitious commitments for renewable energy sources, energy efficiency and the gradual de-reliance on lignite and natural gas, as well. At the same time, the revised NECP of 2024 incorporates measures for the interconnection of the Greek network with the European energy systems. The measures it contains, even more, concern the improvement of energy security and the financing of the energy transition through European resources, i.e., RRF, Just Transition Fund, Horizon Europe. Despite the positive prospects, however, the challenges of the practical implementation of the NECP of 2024 are extremely important. These are challenges, which were identified in particular in terms of bureaucracy and licensing issues. Furthermore, significant challenges were observed in matters of investment financing and in the serious issue of social acceptance of the energy transition, too
