The political dimension, which is enhanced in the existing trade and development cooperation between the EU and ACP countries, is necessary to update the links to join the new political context of the 21 century. Η πολιτική συνεργασία είναι ένα θεμελιώδες συστατικό στη συνθήκη Κοτονού. Η πολιτική διάσταση, η οποία ενισχύεται μέσασ την ήδη υπάρχουσα εμπορική και αναπτυξιακή συνεργασία, μεταξύ της Ε.Ε. και των χωρών ΑΚΕ,θεωρείται αναγκαία για την επικαιροποίηση των σχέσεων, ώστε να ενταχθούν στο νέο πολιτικό πλαίσιο του 21 αιώνα. Σύμφωνα με αυτό, οι αναπτυσσόμενες χώρες αναλαμβάνουν πλέον το ρόλο του πολιτικού εταίρου και όχι απλώς του αποδέκτη της βοήθειας. Επομένως, σφυρηλατείται μία αυθεντική εταιρική σχέση.
